Garou in the anime and manga in his human form has hyper sonic speed which means he can break the sound barrier which essentially allows him to move so fast it looks like he is teleporting
it does need to be balanced, if it wasnt everyone is just gonna pick saitama and spam his giant AOE skills and free one shot ultimate, and it's not going to be fun at all
