you're not paying attention. Read the manga. Boros asked saitama, if he was using his full strength and saitama said no. But he is the first person that can handle more then one punch, and that was the best feeling he's ever had. That does not mean Borors did damage to saitama, actually look at saitama clothes in the ending chapter and you'll see it's only ripped cause saitama himself was burning out side of clothes throwing a really hard punch.
