Sorry. No. The skill set is very specific and takes a ton of practice and experience to even get competent. In spite of the laser-manufacturer's marketing material, it is not enough to own the laser even if you are a super-competent cataract/lasik/retina surgeon. I hear stroies all the time now of people receiving homeopathic-levels of treatment by their local ophthalmologist with no noticeable effect.
I recently moved my office from California to the State of Texas. It was 6 months to get a Texas Medical License here. I can not imagine then the difficulty of getting permission to practice medicine in another country with no fluency in the language there. I would have to be sponsored by a local university hospital staff or by the government possibly. I do not have any plans to do so anytime soon.

Assuming the floaters are typical and not part of a more complex problem involving the retina or infection or inflammation, then the floayers only cause subjective symptoms. They are not usually part of an eye health problem.

I don't. Medical insurers are very fickle about lasering eye floaters and most of the time will not pay.

Generally, 'no'. At least I remain very discouraging to younger patients as they are very rarely good candidates for laser trestment.
