A little rushed, particularly at the end, but I think did really well to fit it all in including a full examination, within the time frame.

The doctor needs to adapt his consultation technique to the patient. He has alot to ask and do and didnt spend enough time explaining and reassuring and checking in with the patient

I don't know but personally didn't look like a focused exam to me, i wont expect the RCGP to expect us to do a full neurological exam within 2 mins not possible. The consultation was one-sided as well

Data gathering was inadequate and consultation seemed a bit rushed.

This doctor barely gave the patient any chance to talk during the management part. It didn't look like a two way conversation at all. At the beginning it was still ok.

agreed. this would lean this towards a fail if an examiner particularity didn't like this. I would not recommend what this doctor did , it will come across as a "doctor centred approach", which will always get you bad marks.
Perhaps Dr should have tried more chunking and checking and making sure patient was happy with agreed action plan on each point mentioned.

data gathering is an issue here, he focused on social and ICE but the history taking clinically wasn't covering other causes of headache apart from tension headache.

On the contrary I think he did well in data gathering. Patient gave a classical hx for him. Wound have been time wasting probing cluster , migraine, sah. He also effectively ruled out red flags for sol. Data gathering wise he was good.
