Hi, BB, yes, I was the one saying that. Local minimums in -18°C are ok-ish, people can handle those with small heating plant. Also I have to admit I had it closer to the city (ca 800 m first one and like 1100 m second HE, so that might have played a part as well). The +-1500 peeps limit was with kids as well (1st city), so probably around 1000-1200 workers is the treshold? My last (3rd?) winter with small heating plant was when I was growing near 2000 people in my republic and it looked exactly like your experiment - they had a hard time keeping up in harsh conditions and even though I haven´t lost anyone to the frost that one (as the were balancing it out), it was really "adventurous" and clearly a sign of need of a larger plant. Thanks for your experiment, it was fun to watch and really educational. I am glad you did it the way you did. I will include this to my irregular report to Peter :)
Quick tip, in the list of vehicles and buildings go to list of cities/areas and you can see the population of every city area on the map, no need for admin office.
Ah! We did get an answer. You clicked the heat exchanger near the start of the video and the usage had gone up. So planned buildings aren’t included in the usage level. :(

Great experiment! I got a bunch of vehicles that getting impossible to repair 40 plus yrs later.
