Fly was added to Charizard's learnset in Yellow. It was only in Red and Blue where it couldn't learn the move. In fact, Charizard couldn't learn a single Flying-type move in Red and Blue.
There are actually a lot of Pokemon references in _The Elder Scrolls III: Morrowind._ There's a "Weepingbell Hall" in a Dwarven ruin, a skeleton called "Peke Utchoo", a "Kakuna Burial" in a set of burial caverns that you have to visit for the main story, and a "Charma's Breath" (referencing Charmander) in a Dark Elf stronghold.
