Depends on the stickiness of the carrier sheet. Sticky -inside first. Non-sticky -outside first

Will an easy press not work for puff vinyl?

I haven't had good luck with my cricut easy press and puff htv. Needs more pressure than you can reliably apply. It really needs a clamshell or swing away type heat press..
