Unfortunately, every dog is different. Your pup is biting because he is scared and unsure of his surroundings. Once he becomes comfortable, he will stop biting. I can't tell you everything by reply to this message but I plan to make a video on what to do to lessen this behavior. In short you need to make him to trust you, but at the same time don't reward him for biting.
