Yes and no. Technically, Kentucky was called a "buffer state" during the American Civil War but to call it "neutral" is a stretch. The overwhelming majority of soldiers from Kentucky fought for the CSA. Kentuckians thought of themselves as Southerners and frequently had contempt for "yankees".
