Absolutely correct: the claw game part is strictly for entertainment only. This is a slot machine, and like any other slot machine it has determined whether you will win or lose, and how much the win will be if it is a winning play, as soon as you hit the bet button. If you're lucky enough to be on a winning play, it will actually give you multiple tries to successfully grab a ball, ultimately giving you the prize after three attempts even if you never manage to pick up a ball (there are some other videos of this machine on TH-cam that demonstrate this behavior).

There's a reason why they try and lure you in - it's to think you might win, when in actuality it's a big money maker for the owners of the venue. At least with other rigged claw machines, you only lose $1 or so at a time trying to win a cudly toy. This claw machine is officially gambling, which is a terrible idea.
Why would you waste money on a machine that the claw doesn't close that much more than when it is open. They could make it 50 cents a play and keep the prize money the same and still make 10× the money that it would payout
The establishment should be ashamed of that disgustingly rigged machine. It took you 10 plays($50) to win $10 but you have no way of knowing how many people played before you so the payout rate could be worse. You shouldn't waste your money on it.
