I've seen this scenario happen in mugen where people have private characters but there are times where they do what is called a "Limited Public Release" for these characters basically they have them released to the public for a limited time. There are also cases where they selectively only have some people have access to them. Im not sure what will have to be done before you can FINALLY do some form of release to a larger audience maybe not the general public in terms of access but like say group level access or something?
