Scoping Rules in Salesforce

Hi bro doubt we also have list view right to filter ..then why scoping

So, any organisation is composed of technical and non technical people right.
Now I understand that we have filters on list views but what if that person is not a technical one. So filters approach on list views is not feasible. Moreover you have different set of users who work on specific records only. Now how many filters you would create for all?
