From what I understand the minimum is 1 second. I ended up getting a tonne of reduction from sources on a Atila (the more damage it has the more cooldown it has) and it never dropped below 1, and then I applied the weird jacket that would give it haste for 1 second, and the haste would finish its timer when the item would proc.
I see, I appreciate the info! I've noticed there are times where something seems to lose haste a little early and it doesn't stack up duration intuitively. Maybe it's because cooldowns can only get so low.
I believe you could have made the katana the subject of the coolant leak by giving up one of the crit chances on left or right. I know for the fiber optics (when you use leftmost charge rightmost) it skips over items that can't charge. Thou the clamera is better protection against a 0s infinite combo (you can sometimes randomly hit one of the items needed for the combo giving you time to setup)
Oh I didn't know it skips over the ones that can't charge! Thanks for the heads up. Right, in this meta I definitely prefer the Clamera getting the instant freeze. Hopefully the balance patch today helps things out!
@BazaarMomo I'm not 100% sure (more like 90), but hovering the skill after setup might show for certain. Patch notes look pretty good, thou Dooley got hit harder then I was expecting. Thou some changes might make their early game better so might not be as nessacary to go late.
