The ways I've been replacing Lumineon V and Brilliant Stars Manaphy is Paldea Evolved Pelipper, and Rabsca from Temporal Forces. Those two work very similarly to their rotating equivalents and are more balanced. Since you have to evolve them in order to use their abilities. However that's only in my opinion.
I've been looking for Char ex battle deck for over 10 days and it's out of stock everywhere here in Italy. The ones I can find are being scalped for x2 or more of msrp (35€). I can find them from the UK but all over 42€ and they take 3-5 weeks to arrive.
Im sorry to hear that pokemon becoming popular again is making it harder for competitive players. But the silver lining is there is a ton of singles available!
if you have an evolution deck like stage 2 pokemon you are trying ti get to like charizard and if you are going to rare candy you can go first so that your 2nd turn you can evolve and using infernal rain then burning darkness. if you run technical machine evolution go 2nd and you can evolve turn 1 going second. if you are facing roaring moonEX be careful letting them go sexond because its possible they can get a OHKO if they go second .
My biggest advice would be, does your deck benefit from either playing a Supporter or attacking turn 1. With Charizard there seems to be 2 answers to this. If you run Rotom in your deck (prior to rotation), you want to go first to instant charge. If you don't, then you most likely would use TM evolution or Cleffa, and want to go second so you can use either as an attack
You asked for a pre-rotation list and I gave you multiple pre-rotation lists. If you're looking for post-rotation lists, no one has those yet because we don't know what new cards from Journey Together will end up in Miraidon.

If a deck needs a longer setup (e.g Evo decks, big energy attackers etc) you wanna go first. If you can get your main attacker setup turn 1, go first.
