In clear, 100% is the last limit of the safe zone, any higher is possible but brings a risk of frying/blowing up the whole thing if left like that too long. Meanwhile, DaiRaiOh's 102.3% is machine performance. Touma somehow hit harder, faster and hotter than his mech actually could based on its specs. Like lightning.
