I think public intoxication is charged only if you disturb the peace in some way or put yourself or others in danger. So just quietly getting in an Uber or Lyft and going home is fine.
The bigger question is why was her friend arrested for sticking her head out the sunroof? In most countries, that's not even a violation, and I would imagine the punishment to be a fine rather than arrest. Plus, how is she guilty of public intoxication? She was inside her car!
