It's format is based on a game show (except the dancers), but instead of a new Buick on the turntable display or a dining room furniture set from Broyhill, it's a burning wrecked Mitsubishi and a funeral plot with matching casket set...because heroin. I know this is an archive channel, but you asked for a few slower songs by the Dandies, so I'd suggest their "Godless", "Good Morning", and "Sleep". This was one of their earlier videos. Eventually they came to the realization that Capitol was spending huge amounts on such promos (especially the associated overhead built into the major label game) and they started filming their own to reduce the waste.
The video makes heavy use of irony to critique styles and marketing that were considered inauthentic. The reason the video reminded you of commercials is because it’s supposed to. But look at what they’re advertising. Drugs, vomiting, hospitals, fashion that became quickly outdated, even death. The lyrics of the song are also ironic, biting sarcasm really. The idea is that people are choosing lives based on whether they’re trendy. Why would you choose to be a junkie? That was so five minutes ago! Piercings and being gay are more in right now. A common lyrical theme in the 90s was “authenticity.” Much of the 90s nonsense makes more sense through that filter. This one seems to be poking at the idea of authenticity itself. Can anyone really be honest? Or are we all just following fads? Me and my friends found it very thought-provoking and funny at the time.

That "strange" noise is some type of organ or synthesizer played one-handed by the young woman, I think.
It’s a Hammond B series portable electric organ. They were used heavily in 60s music, so this sound is a throwback. It was retro to our ears.
