You are NOT allowed to fail a student no matter if he/she has 0% more than once from grade 8 to grade 10 and the same for grade 11 to grade 12. This means a student may not be failed more than twice in his/her entire high school career. If the child fails, you are forced by the department of education to put the child through, no matter if the child has 0%. You teachers will know what I am talking about. You could put a literal brick in school and it will get to matric. They also employ a tactic called paper coaching, the children and teachers are forced to be at the school from early morning till very late at night memorizing old exam papers. The children are drilled to remember the format of the question asked, NOT to understand the question but just to remember the answer without understanding it. So its like remembering a sequence of numbers without being able to count. Once again you teachers will know what I am talking about. The id10ts in power run to show how well their lies work but they don't tell you its a lie.
A group of teachers flunked kids who failed math in gr9 and then the HOD came to the school passed all the kids who got 20-29% and said the kids can drop maths in gr10 so why flunk them...

Moreover, the most basic function for deriving how many kids can get to varsity is f(HET Spaces, Bachelor Passes, HET Human Resources). So in theory they could all get bachelor passes but if the HET (Higher Education and Training) institutions have insufficient spaces and/or resources (human capital and otherwise) to absorb them then it's all rather moot.

I'm asking because a flaw in the curriculum (and subsequent assessment) is a major problem and is at a systemic level. But if they are internationally benchmarked, but there are sham practitioners, then that's crime and should be dealt with as such and I wouldn't say that's a systemic level problem.

And because of this, the quality of individuals emerging from these faculties impact directly on the professions they choose as their Careers. Was reading Minister Gwarube's speech, and this stood out for me; The recently released international benchmarking studies (including theTIMSS and SEACMEQ studies) and our own recently released Systemic Evaluation results,show that our learners in Grades 5 to 9 significantly underperform in relation to their global counterparts in Mathematics and Science. They also show that too many of our learners cannot read for meaning in any language by Grade 4.

What is the quality of that education, the pass rate is 30 % to 40%. Stop patting yourselves on the back when the students can not get through the first year of University. This is what we call number manipulation so that they can show a higher pass rates, but they drop down the pass % and then when these students take out student loans to get into University they fail and now owe massive cash to banks and don't get through to complete their degree.
