A lot of people would take chances for money. Most suitcases would return investment by itself. Then the revenue from the content they make like this video and on the off chance they find something valuable they can sell. If not just donate the clothes or have a yard sale and offload them cheap.
It's no longer the owner's property. When the airline compensates someone for a "lost luggage", they are essentially buying it for that price. If the luggage shows up later, the airline can auction it to recoup back some of the money they spent on compensation.

If after three months the owner doesn't get their bag, they're reimbursed by the airline and the bag is sold. It's not some big scam. It's just life.

Sadly, customers don't and just think it's an unfortunate thing to happen. They could, in theory, "lose" entire plane loads of luggage and each customer would think they were the only one. Thieves get jobs in shops to steal stock, jobs as cleaners or airport baggage handling. Yeah 99% of people that do these jobs are honest, but some aren’t and get those jobs specially to steal - we all know this. Does not matter what an airport does, someone without a criminal record (but is actually a thief) can get a job there then steal. Not sure how different it is from airports, but I worked at a hotel previously and we had lost and found items. Each item was saved for 30 days and desk staff would attempt to contact the room it was left in. If staff couldn't get ahold of the person or in some cases the person would say we could keep it. Staff would be allowed to go through and grab what they wanted. And the rest would be donated, of whatever we didn't take. One time I got a travel charger converter that allows me to charge my devices in every different country. The owner, once contacted, had already realized they lost it and just purchased a new one to replace it. So I got to keep their old one. HOPEFULLY, it's the same with the luggage, but I can sadly see it not always being the case. I'd imagine space is a huge issue. At one point I worked at a vet hospital and we started running out of storage space for pet carriers once. It took me months to sort out the issues of tracking down owners for them. In some cases, they were donated to us but people didn't mark them as being donated. In other cases new staff forgot to label who they belonged to, and so on. I can only imagine how much lost and found luggage space they have allocated to store hundreds of luggage.
The fact that this isn't illegal actually makes me angry. I get we'd eventually be overtaken by unclaimed luggage with nowhere to store it if we didn't have this as a solution.. but the time they hold on to it for is absolute bs.

I'm guessing the original name tag 'came off' , the owner gave up on the people paid to look after it actually giving the first toss in finding it and so claimed on insurance. At which point its more legal hassle to get it back tbh.

Always carry your most valuables, like meds, jewelry etc...plus place a name tag with contact info I side too. Some honest people will contact you...but if the airline loses it, they should find it. The baggage has numbers that can be traced to your name and flight. They just don't care.
