It's a flag with the Olympic rings, ostensibly taken from a restaurant that was an official sponsor of the 2010 Vancouver Winter Olympics. It's listed twice because the first line is in English (Official Restaurant) and the second line is in French (Restaurant Officiel).
Was the RE 5 stuff a play off those in the games media crying about a game in Africa shouldn't have you killing Africans infected with that game's zombie-like virus?
