I don't have World War Hulk, so for me Secret Wars vol 1 would be in that must have spot. You get Dr. Strange, Black Panther, Captain Marvel and Sidekicks. Secret Wars vol 2 I would drop down lower because there is a lot of weird stuff in there. I don't have Noir or Champions so I can't speak to those but Ant Man would definitely be higher for me. Side Note* - I don't like the split cards.
I don't know if you have Marvel Legendary Villain but one solo set up I have come to really like is was Using Maria Hill Master Mind (as a sub for Ravonna Renslayer), for the Heroes I put in Loki, Enchantress, Agent Coulson (for Mobius), and Nick Fury (for B-15)
Honest to god and I know you did the base set and you have more experience in this but Villains has be in there. New Mutants are almost the same as Sidekicks. Madme Hydra Dodge mechanic is well done and the play mat is worth 15-20 in its own right. With the exception of the “world breaker Villians” the rest is top notch.

I reached out to Upper deck directly about this not long ago. They said they don't have any plans currently to reprint them. If they do a reprint run, it probably won't be this year.
Secret Wars have the Defenders, but they are not the Defenders. It has some heroes as enemies and the playable Mastermind is not a good project. A lot of favourite stuff has come to the world of Legendary Marvel as clown fiesta and that's the reason is not that loved as tier A expansions. Civil War has a great flaw. You cannot play the storyline with both sides. In WWH you can beat Illuminati, Red King and General Ross as Hulk affiliate, but you can protect the Earth from Hulk menace. Split cards imho is a very good mechanic. Having a choice should come with a disadvantage (the cards aren't value for stars spent) and the expansion achieves that. Special Sidekicks nerf the sidekick mechanic a bit (also a good thing). The second thing that I dislike is that every hero is an Avenger.

Why isn’t Villains, Fear Itself or Marvel Phase 1 Core box on the list?
