Okay but to be in the situation of the staff WOULD terrify me. I’ve been in that situation many times before, my 30+ yo brother that’s still home is mentally ill and refuses to seek help and sometimes he goes on one of his anger bursts and starts throwing glasses and starts yelling to my parents. That guy swinging around with his belt really made me think he’d try to break things with it or harm other people walking by. I’m really surprised he didnt break anything, because i’ve seen it happen countless times right infront of my nose. Intoxicated/violent men out of control scare me.
Kinda sounds like your parents are enabling your brother to act the way he does if he is refusing to get help.
