The British, in their white paper to parliament in the 1930s, actually envisaged partitioning India into 40 plus nation states along ethnic and linguistic lines. According to the white paper, India as a country is not a viable solution. Which is so true when you look at India's present state of affairs. China has illegally occupied Tibet and come to border India , for thousands of years there was never a India - China border,there was always a India - Tibet border .
