So; does it mean citizens can run to report the police to the courts whenever they get some rumour or interviewed by police on some case they believe police might end up arresting them? Is this kind option open to all citizens or simply to the elite and/or the powerful? As a layman, it doesn't make sense that one would rush to court and preempt possible arrest when they haven't even been arrested; making demands that police must not arrest them and/or must give them whatever information they have pertaining to any case of their interest. That does not seem to me like any justice that can ever be extended to all and sundry - it can only be for the elite/powerful (the untouchables) amongst us.
