i think rockstar was really lazy with the game. the weapons look like their painted and the cars are less reflective and all of them are white almost with no paint.
I thought my vcs was broken because it does not work on my ppsspp. But it was my fault. I am using dpad or arrow buttons as the person direction control. So when cheating, instead of using arrow buttons for cheats, the analog stick will be used instead. Just the same process like pressing left arrow, you wil slide the analog stick to the left instead.
