are you sure that the black led is the tx? shouldn't it be the rx diode that is connected to the base of the transistor?

Please reverse the polarity of black led , infrared receiver, It simply works, when you put some thing close, the infrared rays from emitter led, reflects and falls on receiver led and it starts passing positive voltage from cathode to anode, and when infrared rays not falls on it, it blocks postive to pass from cathode to anode.

Quick FYI: Clear is the emitter and black is the receiver

You can include 5v buzzer parallel to LED
