Is there no speed limit through the channel? Where I live a 5 knot speed limit applies all year round when within 50m of a person, raft or vessel; or 200m of the shore on most waterways.

@2:31 Here in Australia we have these food delivery drivers that use 250cc motorbikes, some of them cut the stock mufflers off and put after market mufflers on and hoon around town making all sort of noise going no where fast, Apache Reminds of them, no wonder it got caught, slow a$$ boat making all that noise going no where fast.
