Neither of them are bolted to the floor. The real nice wheel dock from Wheel Dock is stable enough on its own. The straps are there to keep the bikes from sliding around. Haven’t had any issues so far and we have towed nearly 30k miles with the bike in the Wheel Dock. I simply place the wheel dock where I want the bike to be and then ride into it. Then I use straps to keep bike in place.
