TikTok videos have a max playtime of 16 seconds? Is that why I can't fast forward/scroll through an actual video, like I can on YT videos?

No Satellites No, they have a maximum video time of 60 or 59 seconds. You can’t scroll through the video. I’m not sure why, maybe it’s got something to do with how videos on TikTok loop.
