what is the use of the 2nd winch? we have it on our AC250 but dont really know its usage, my guess is its for the Ball Hook, plz reply if you know or any link regarding this info. Thanks in advance

You're right it's for the ballhook.
It is mainly used in steel construction, For faster work and to keep heavy items in balance
