I think the agents have like webcams strapped to their heads on eachother's glasses/visors. So the snipers have to look at all the screens, figure out where the guy is, see if they can see the person, and then fire.

In this case carrying the trauma pack over the turn would put cadet jonny at 43 time units. while picking it up and dropping it puts cadet jonny at 44 time units; only a single time unit saved.
