Yeah, they can do that.
You have to go to the Paypal account settings, click selling tools and then click update (website preferences). Then you have to turn on the "Paypal account optional" setting.

Make sure to enable paypal from woocommerce plugin. If you still not see PayPal button send me the screenshots of your entire PayPal setting that you see under woocommerce plugin at [e-mail]
