if you are adding a brood frame to a weaker hive, do you brush off the bees from the old hive before adding to the weaker hive so they don't fight?

Yes shake them off, you also want to make sure its mainly capped brood, as larvae will use the bees resources, where as capped brood hatches and joins the colony in building resources. -Kieran
