This scene is a lens into the plight of working poor women and in this particular film poor black women who are employed but lack the earnings to live adequately let alone comfortably. Their frustration is compounded by having a greedy boss who just wants to get his and could care less about the well-being of his staff. This explains why some people become violent. It's an attempt to get their needs met when being civilized gets you nothing.
That's the mark of an effective actor when he can not only memorize his lines effectively, but also present them verbally and facially in a way that makes you cringe and conveys how the character is on the page in a way that on screen looks so hideous and terrible that you wouldn't want anything to do with this guy in real life. That's what Luther was here: a terrible scumbag who had no empathy for his workers and was just worried about his own bottom line, not theirs. He represented the bottom rung of corporate America: a greedy boss in a low-income occupation (janitor work). He was kind of like the house slave giving the middle finger to the field slaves (those being T.T, Cleo, Stony, & Frankie here) to spark jealousy.
Luther cursing T.T. out only for her to light his ass up scenes later when trying to recover their money made for some crazy Karma right there. He treated her like shit on the job and damn near made her cry but wrote a mighty fat check for it in the end by signing away his life trying to be some big-shot thief. I could imagine the audience cheering like crazy for T.T. here given the heartbreak she suffered of losing custody of her son.
On a more serious note this scene is a vital look at how bosses tear down their employees in the corporate world, let alone how some black people step on each other. It's a sad cultural and generational reality in some areas. When you have no empathy it makes it easier to justify a superiority complex and assume the other person did terrible things and deserves to suffer.

Luther fed into if you can't beat these selfish corporate white bosses then you might as well join in their line of thinking to stay employed. It is possible that Luther had a lot of negative experiences growing up that started this negative line of thinking and abusive attitude and no one checked him or taught him any different so he's still this way and managed to find some people who gave him a job rather than him being some bonehead gunslinger in the streets like lots of people with his anger issues are these days just looking for a fight.

If you think about it on a deep level the anger, hostility, verbal abuse, and lack of empathy from Luther here in the janitor garage with Cleo, Tisean, Stony, Frankie is the same as what you see on the streets in certain economically depressed areas where there is lots of gun violence. It's a way people express their anger and frustration when they feel they don't have any other options to improve their situation so it's a quick (albeit tragic) way to spike the dopamine and release that stress and feel they are accomplishing something. In Luther's case he's probably a sadist who enjoys seeing his employees suffer so he can feel better about himself to reduce his own stress from the Internal Revenue Service to balance his books.
