The civilians objective changes depending on what route you're taking. If you've met the preconditions for Route C, the objective changes and you can destroy the civilians instead of saving them. I can show that off once I've completed the other routes.

Is there a secondary objective here? I know in CR 8 I have an unknown condition that hasn't been unlocked do you happen to know what it is?
