Thank for the tip that you provide sir but what if the BOQ is greater than the actual quantity even the actual reaches 100% accomplishment? How can we solve this issue? Thank you

If the BOQ qty is higher, you may want to consider the following formula:
(BOQ Qty - Balance QTY in actual)/BOQ QTY.
Example:
BOQ Qty = 500 sqm
Actual Qty = 300 sqm
Accomplished Qty = 200 sqm
Balance Qty = 100 sqm
% of completion = (500-100)/500 = 80%
