The Virus' evil laughing fit from the Japan level sounds like the voice actor was trying to give the dev team a range of options, and they just went ahead and used all of them.
I used to have this game. It was fun. The Phantom himself was a pain to beat. But I LOVE the dinosaur level and T-Rex boss fight, being a fan of Jurassic Park.
I still remember this game too and I even still have this Scooby-Doo! video game for PS1 as well! I actually haven't had the chance to see the movie yet, but I would really like to see it sometime since I've already heard of the movie too. I haven't seen the movie yet, but I've played the game though already.

to be completely fair the movie wasn't that bad but Zombie Island set the bar painfully high. They really haven't been able to top that one
