the program they're using, uberduck, has a plugin where it'll join your discord voice call. then you can use text commands to make it say stuff in various voices, so in all likelihood the rest of the RTVS crew is feeding it dialogue in the background
As far as I understand it’s a bot that inputs and plays Uberduck prompts that one of the rtvs crew made and just runs on their computer, it’s not available for public use. They’ve got some kind of high queue priority agreement with Uberduck as well so that might also play a part in it.
Honestly, the sega CDI games had good voice actors (and animators), it's just everything else about them sucked. A while back, I watched a video where professional voice actors tried to do a better job, but at the end they realized that the direction was the only problem.
