Because the heavyweight the division has been a complete joke and borderline dead ever since Klitschko came in with his awful style. The lighter weight divisions are now by far the most entertaining styles but it’s not fair to compare strength of welterweights to heavy weight. Look at Earnie shavers, hardest puncher in the heavyweight division, Muhammad Ali, and iconic figure that was the fastest boxer in his generation and he was a heavyweight. It’s really hard to measure who has better skill since we haven’t gotten an full on fight between them, but considering that most old school boxers outscales newer boxers in every possible physical trait, I do not think any boxer from this generation would stand a chance against someone like Earnie Shavers, George Foreman, Mike Tyson, Muhammad Ali, and Sugar Ray Robinson.

That 7 division is not that big a thing when you take into count that 99% of the boxer don't care about it. It's not what boxers want. If you want to unify belts, see Canelo. It was his goal to do it and did it in no time. Floyd did not unify belts because it was never his goal. It's easy to achieve something when the majority doesn't care about it. Manny did and got 7 actual titles - not 8. We don't count ring magazine belts as something.

Last time i checked when rocky Marciano fought 185lbs average. Nearly all his opponents were around almost around 30 to 40 lbs more.
