This show was ordered by Max prior to DC Studios being formed. It became part of the DCU plan in the process of being made. That's why it has elements carrying over from The Suicide Squad/Peacemaker (also why Peacemaker 2 and Waller will have one foot in the old timeline and one foot in the new, as those were also ordered prior and conceived as continuations of what was already happening). Superman was also pitched and bought (and was in the process of being written) prior to the studio change, but that project was originally designed to be standalone before becoming part of the foundation for the new plan.
