I agree with you on many points, and i would like to add a few... 1. There are no jokes that are available for sitcoms, TH-cam has all the low cost comedy options readily available. 2. All the great shows are easily re-watchable, as they are readily available, why would someone watch something that may be funny, when there is something that is definitely funny.
Cerebral(ish) sitcom with moderate production value: The Good Place Each episode discusses a theory in moral philosophy through the lens of comedy and increasingly ridiculous supernatural hijinks. Honestly though, it's the exception that proves the rule because it clearly has more care, intentionality, story, and character development than most shows (let alone most sitcoms).
