    Better question: Why are they allowed to refuse services when they are clearly incapable of making decisions in their own best interest?

      Even better question yet: If not their own, under whose authority is a homeless person's (or anybody's) best interest determined? And where did this magical holier-than-serf authority come from? Where does it get its legitimacy? Are you suggesting that the violence of the State be leveraged against free human beings for choosing differently than you would in your own ideal existence? Go ahead and force services on someone dude, see how well that works out for ya, I double dog dare ya to do it without wussing out and outsourcing the force to the armed government thugs you no doubt doodifully support and would undoubtedly vote to weaponize against your fellow man in a heartbeat, all because ya don't like their decisions.
      These folks here recognize the homeless aren't yours to herd and control. They're human beings, each with their own unique agenda, and they have a right to continue to make decisions for themselves, whether you like it or not. Not your place to dictate to anyone where they live or deny them the right to refuse services they aren't interested in. But again be my guest, if you feel that way then go ahead and be a tough guy and force some services on someone without chickening out and lobbying the government to do it on your behalf.
