2016 Korean Drama 'The Legend of the Blue Sea' Summary
How can a mermaid from the Joseon era survive in modern-day Seoul? Shim Chung (Jun Ji Hyun) is a mermaid who finds herself transplanted to modern times. She is caught by Heo Joon Jae (Lee Min Ho), a charming but cold con artist who is the doppelgänger for Kim Moon, the son of a nobleman from the Joseon Dynasty. But in the present time, Joon Jae works with Jo Nam Doo (Lee Hee Joon), a skilled conman who guides Joon Jae to become a genius scammer. But Joon Jae’s friend, Cha Shi Ah (Shin Hye Sun), who works as a researcher at KAIST, may be Chung’s only hope for surviving in her strange new world. “The Legend of the Blue Sea” is a 2016-2017 South Korean drama series directed by Jin Hyuk. The story is inspired by a historical tale about a mermaid contained in a short story anthology known as “Eou Yadam” by Joseon-era scholar Yu Mong In. This drama marks the last acting role for superstar Lee Min Ho before he enters his mandatory two-year military service and the first acting role for Jun Ji Hyun after giving birth to her first child. Parts of the drama series were filmed on the Pacific island of Palau and in Spain.

i can imagine how devastated he was, get through loosing someone that he only felt in his heart and there wss something he missed but not knowing who was it.
Except that he knew and remember exactly who she is.

Joon Jae does remember her. He is just pretending that he doesn't to make her feel the pain of losing her.
She has her reasons to leave and erase their memory. Everytime she leaves, she doesn't know if she can come back and find them, so she erased their memory, so they will not be in pain, longing for her, specially Joon Jae.
she does not want a man she loved felt devastate it especially she also not knowing whether she could come back or not after gun shot to recover her heart. she just want that man to be happy without remembering the memory

Yes he can hear her thoughts because he love her though she erase his memory but he can still listen to her thoughts. We can clearly see this through his expression he was trying hard to hide his pain pretend not to know her.
And even in 1st episode it showed he heard her inner voice to save her when people capture her.
