War progress 6% has a 100% chance of dropping a random perk, from WP 7% onwards you have 10-15% per level +2% for each of the 6 medals you can unlock. What you have to do is complete a level and close the game immediately if it doesn't give you a perk so you can repeat the level, statistically 22% or 1 in 4-5 games/repeats will give you a perk, with enough patience you can unlock all 92 perks by level 98.
