Adding biscuit maybe a way of the new street vendors trying to sell biscuits along with tea. It's a way of cross-selling by giving a slight taste of biscuits in their tea. Otherwise, we don't use biscuits. I still prefer my tea with condensed milk. It's the best. I like my tea very simple. What you showed is very time consuming lol I don't understand how you people drink hot tea in hot weather, but I prefer hot tea during winter only.

The biscuit is added to give extra thickness and creaminess to the tea. This is how they make tea in Hyderabad tea shops too.
