This was someone bringing the truck to an incident where the crew were already on scene. As gopnik so nicely put it, 'ferrying'. In rural areas (and some urban areas like Birmingham) these trucks aren't staffed by a crew like they are in urban areas. They're cross-staffed with the Pumping appliances. Thanks!

And it always seems like the difference between a pump and pump ladder is literally whether or not one has a big as ladder on its back. At least LFB adopted a proper siren instead of that martinshorn bs.
6:03 Can someone put that woodway commander 3 siren in a british fire museum so it can be played for visitors? It needs to be preserved because there's no other sirens like that model in use today, almost extinct
