Because of a lack of industry. Even with that many people they don’t have enough factories to give them all guns. Not to mention that Europe would have more than enough production to overwhelm them in the air and with tanks
@@therealgaben5527 oh, I had assumed that the game would start with everyone province having the same amount of factories and not with the same amount as vanilla since thatd make europe busted
