You do know that in 2008 doctors and nurses were ordered to deny pain meds to sick and injured patients. But doctors were allowed to charge you to smoke marijuana. Which has nothing to do with pain and everything to do with HEMP and the farm bill. You do know that since 2008 hundreds of thousands of sick and injured patients have either committed suicide, some by leaping out of their hospital windows because they were in pain and refused pain meds and called disgusting names and doctor shopping. You do know that most patients in pain don't get any pain meds except regular Tylenol or ibuprofen. Just look up how many people in pain have been denied pain meds and who as their last resort took their own lives.

Codeine is addictive. In Russia it is / was legal too but dope fiends would extract the codeine and create a drug called Krockodill that was awful.
