It can be flown remotely, but it doesn't have to be "remote". A drone-operator could literally sit on top of the drone with a remote-control and fly it around.

The claim made here that the U.S. used explosive-packed drones in WW2 is entirely lacking in corroboration. It was difficult enough for the Allies to hit targets with manned bombers, let alone with "radio-controlled" ones.
