No they do different things and windsong works differently and is still great, flutter also buffs the team through attacks so they do stuff quite differently but flutter page is like a baby windsong if u reall wanna compare them

When paired with only Flutterpage, all of the cards are always Flutterpage cards, allowing Flutterpage's windsong ult at the start of turn to essentially shoot out 6 attacks always. (I believe 6 is the hand size of a two character team)
